Dialogue in the second act of the Snezhnaya Archon Quest, titled 'Mistilteinn - Wraith’s Nocturne', reveals that Paimon descended from Celestia to Khaenri'ah over five hundred years ago. Pierro used early Fatui technology to pull her down from the heavens.

Pierro, the leader of the Fatui Harbingers known as The Jester, explains his past actions during the quest dialogue. He targeted the heavens with technology in Khaenri'ah. This action caused Paimon to descend as a creation of Celestia.
"I used this technology upon the heavens, and the response I received… was none other than Paimon, descending from Celestia."

The Vinster King rejected Paimon after her descent. She then lived in Pierro's palace until the Cataclysm occurred. Paimon confirms she holds no memories of the Cataclysm or the subsequent five hundred years.
Ronova and Celestia
A later cutscene features Ronova observing Paimon. Ronova is identified as a Shade of Celestia.
"But it possesses none of Celestia’s power, let alone authority"

Ronova notes that Paimon may indeed be a creation of Celestia. However, the Shade states that Paimon lacks the power and authority associated with Celestia.
